Governor state bank of Pakistan was the only guest in Islamabad Tonight with Nadeem Malik. It was first interview of Shahid Kardar after his appointment as governor of state bank of Pakistan. He spoke candidly on Pakistan's economic situation.

Kardar said that government is giving Rs-21 billion subsidy to power sector every month. He said the rate of inflation is likely to remain in the double-digit in the short-term.

Kardar emphasized the need to cut government expenditures. He said it is another way to reduce budget deficit, if revenues are not showing robust growth. He said that the cotton prices and bumper wheat harvest is likely to pump in additional reosurce sto the rural economy.

Kardar said high-interest rate environment has resulted in higher Non Performing Loans (NPLs), which totalled Rs 492 billion till October 2010. In order to narrow down spreads between the lending and deposit rates, he said, the central bank is going to allow direct investment by Pakistanis in the T-bills. This step, he said, is likely to force the banking sector to compete with each other to mobilize deposits.

Regarding loan for commodity opertaions, he said a huge amount of Rs 284 billion was borrowed for wheat procurement alone, and now a large quantity of the wheat stock is under the open sky, totally on the mercy of the weather, as storage facilities are limited.

He said it is a misconception that a miracle will happen to correct our economic ills. Kardar mainatins: "we got to be realistic and every body has to sacrifice for the country."

Kardar said the rate of property tax is very nominal and its collection mechanism is poor. He supported introduction of Wealth Tax and appreciated efforts to introduce VAT type General Sales Tax (GST). He said 35 to 40 percent of the economy is not in the tax net.

Kardar was optimistic about the performance of exports from Pakistan on the back of higher value returns from the textile sector. This, he said, coupled with robust flow of remittances from overseas Pakistanis could help reduce current account deficit of the country. The flow of FDI has registered a decline during last two years from its peak of $8.4 billion.

GDP growth rate, according to the central bank estiamtes, is likely to remain around 2.5 percent during 2010-11. The budget deficit, Kardar said, is liekly to higher than the target of 4.7 percent of GDP, largely due to additional flood-related expenditures and security requirements. 

Underscoring the need of fiscal discipline, he urged the central government to reduce its reliance on borrowing from the central bank for deficit financing. This, he said, would free up reosurces for the private sector. He made it clear that the SBP would not approve even single penny mor ethan the prescribed limited for the provincial governments.

حکومت اپنے اخراجات کم کرے وہ ایسا نہ کر کے زیادتی کر رہی ہے-

کپاس اور دوسری فصلیں کافی اچھی ہیں دیہات میں کافی پیسہ آئے گا-

کپاس کی قیمتوں میں تین گنا اضافہ ہو چکا ہے-

پچھلے ماہ بنکوں کے نان پرفارمنگ لونز کا حجم چار سو بانوے ارب روپے تھا-

ہم غلط فہمی کا شکار ہیں کہ کوئی سفید گھوڑے پر آ کر چھڑی گھمائے گا اور سب کچھ ٹھیک ہو جائے گا-

ترقی کی رفتار تیز کرنے کے لیے سب کو قربانی دینے کی ضرورت ہے-

پراپرٹی ٹیکس نہ ہونے کے برابر ہے یہ لگنا چاہیے-

ملکی معیشت کا پینتیس سے چالیس فیصد تک ٹیکس نیٹ میں شامل نہیں ہے-

برآمدات اچھی توقعات ہیں امید ہے آئی ایم ایف سے قرض نہیں لینا پڑے گا-

اس سال پاکستان کی شرح ترقی دو اعشاریہ پانچ فیصد تک رہنے کا امکان ہے-

بجٹ میں خسارے کی شرح حکومت کے اندازہ چار اعشاریہ سات فیصد سے زیادہ رہے گی-

صوبائی حکومتوں کو اوورڈرافٹ کی لمٹ سے ایک پیسہ بھی زیادہ نہیں ملے گا-

مجھ پر حکومت یا وزیر خزانہ کا کوئی دباو نہیں ہے-
