Amidst appreciations and desk thumping, Chairman Parliamentary Committee on Constitutional Reforms Senator Mian Raza Rabbani Friday presented the landmark document in country's history to the Parliament, describing it "a bill of hopes, fundamental rights and experiences."
"Today is a historic day not for the reason that recommendations for constitutional reforms were being tabled rather it was being done unanimously in politicized and polarized atmosphere," Rabbani said presenting the outcome of nine-month long deliberations of the committee.
He said country's political forces have proved that politics of reconciliation may help resolve all issues, how so much the severe they are and said the credit for all these achievement goes to late PPP leader Shaheed Mohtarma Benazir Bhutto.
He said this is also historic day in the sense that Parliament is going to pass the reforms recommendation by the committee constituted through its own motion because in the past, Parliaments used to stamp LFOs, adding that these reforms would undo all the wrongdoings of the dictators who had violated the constitution and institutions.
"It is unfortunate that dictators had deformed the Constitution and tried to enshrine all powers to them just to prolong their rule. The 1973 Constitution gave birth to Federal Parliamentary Islamic Democracy but dictators turned it into quasi and unitary form of government," said the committee chairman.
"This is a bill of hope. This is bill of people's emancipation. This is a bill of federal Pakistan. This is a bill where rights of province are guaranteed. This is bill where share and resources of provinces are assured. This is bill, which ensures fundamental rights.
This is s bill, which ensures Parliamentary supremacy. This is bill which gives birth to new experience; an experience of hope; an experience of expectations; experience deliverance; an experience of fulfilment; an experience from where the raptures a message of Pakistan; a vibrant Pakistan; a Pakistan where the strength of provinces is strength of federation; a Pakistan where all provinces are equal," said Mian Raza Rabbani in his historic concluding remarks.
