This is surprising. UN Commission is concerned that its existence enabled the authorities responsible for the investigation to slow their activities. For exa mple, the Government, which has been in office since April 2008, only commenced the futher investigation in October 2009. The Commission's effort to determine the facts and circumstances of Ms Bhutto's assassination is not a substitute for an effective, official criminal investigation.
